Versioned GRIB2 table lookup facade.
The catalog deliberately distinguishes two concerns: table coverage and
entry resolution. known_table covers every table published by the pinned
NOAA/NCEP documentation baseline, while unresolved values remain typed raw
values instead of being silently assigned a misleading short name. This
lets newer WMO and centre-local values pass through safely until the next
snapshot import adds their definitions.
